Police say they are investigating several assaults which took place in Catterick Garrison last week.
The incidents took place in the town’s Coronation Park on Friday evening.
A spokesman for Richmondshire Police said: “It has been suggested that the police aren’t investigating these matters.
“Several people have been invited for interviews under caution and further decisions will be made regarding prosecutions in due course.”
The statement by the police follows a number of incidents involving young people in the park on Friday. It was claimed on social media that fights had been organised between rival groups.
Witnesses claimed one young girl was attacked by a group of other young people, while a large group watched on, including some adults.
It is understood footage of the incidents circulated online.
