Unratified minutes from the November meeting of Leyburn town Council

A meeting of the above named Council convened by the Council was held in the Oak Room, Thornborough Hall on Monday, 20th November 2017.

PUBLIC REPRESENTATIONS – There were no Public Representations.

  1. APOLOGIES were received from Cllr Walker and District/County Cllr Sedgwick.

  1. To receive any Declaration of Interest under the Council’s Code of Conduct or Members’ Register of Interest – Cllr Sanderson declared an interest in item 11(a).
  1. MINUTES OF MEETING held on Monday, 16th October 2017 were approved as a correct record.


The Clerk had a site meeting with the joiner regarding the market shelter benches and he would be in touch shortly with a date for the work to commence.

The Market Shelter bin will be replaced as soon as RDC staff are available to do so.

Kelberdale pay doors – The Clerk had a site meeting with Mr Tennant and after looking at the electrics and fuse board he reported that there will be only approximately £50-£100 additional cost to the work to fit the new doors.

St Marys Mount Railings – NYCC Highways have assessed the railings again and have stated that they will not make any further repairs due to financial restrictions. Mr Prothero has been appointed to paint the railings and will do so as soon as possible.

The Clerk had spoken to Mr Nicholson regarding the Thornborough Hall circular flower bed and he will re-plant the bed with roses.

RDC were contacted regarding the signs for the Bikers car wash on the industrial estate and they confirmed that planning permission for the signs is not required, but they may need Advertisement Consent. They are going to look into this and report back to us.

The Ambulance bay- Since the last meeting permission from NYCC Highways has been granted to paint the wording Ambulance on the road in front of the bay and this work will be carried out as soon as possible. The Council had also received a letter of complaint about the location of the new Ambulance bay to which the Deputy Clerk had replied.

A number of residents have highlighted in the town survey that there is currently no disabled access to the pharmacy and this is making it very hard for elderly and disabled customers to receive advice and medication. The pharmacist is aware of this issue and is keen to improve access but feels that a letter from the Council, and backed by the survey data, would strengthen his request to the parent company for better access. It was agreed to do this.

Outcome of the public consultation about mental health services in Hambleton and Richmondshire – It has been agreed to strengthen community mental health services so that people can be better supported at home. Their aim is to reduce the need for hospital admission and to provide inpatient care when it’s needed.


The Clerk had attended a finance meeting at RDC at which precept arrangements were discussed. Following the recent business rates revaluation that had been carried out nationally, RDC has been given £220k to spend on discretionary rate relief for businesses where rates have increased by more than 8%. Businesses can apply directly to RDC for this help. It is possible that from 1st April 2018 the Town Council

can get discretionary rate relief for the Kelberdale Terrace toilets but this depends upon the government’s definition of ‘local authority’ which RDC is checking into.


Cllr Sanderson had attended the Lower Wensleydale Partnership Board Meeting at which small grants had been given out. The Group heard more about the Community-led housing project at Hudswell and the successful ‘Wheels to Work’ scheme which loans mopeds to young people to allow them to get to work or college.



  1. Leyburn Christmas Festival will be held in Leyburn Market Place on Saturday,

2nd December 2017 from 10.00 a.m.

  1. The Local Government Boundary Commission for England has published draft recommendations on the future electoral arrangements for Richmondshire. The draft proposals can be viewed and commented on by going to the Commission’s website at Bellerby has been removed from the Leyburn ward and forms part of a new, very large Bolton Castle ward extending up to Carperby. Leyburn, Middleham and part of Coverdale are now together in a new ward. Councillors did not consider that these were sensible changes and would send their own comments in via the website. Leyburn residents were asked to look online themselves and send in comments if they also object to the draft proposals. The closing date is 15th January 2018.

  1. The Kelberdale toilets locking/unlocking tender for 2018 was awarded to Allan Morris.

  1. Councillors reviewed the location of dog waste bins in town. The District Council will be asked to move three that are currently located next to litter bins and have them put up at locations requiring dog waste bins. Councillors will study the location map before the December Meeting and approve the changes at that meeting.

  1. Councillors agreed to the purchase and installation of two removable bollards adjacent to the War Memorial to prevent vehicles driving over the pavement onto the High Street. Staff at the old Town Hall will be given a key. Before ordering, the Clerk will check that the bollards are not too heavy to manhandle.

  1. Councillors approved the office closure between Christmas and New Year.

  1. Councillors approved the SLCC training for the Deputy Clerk.

  1. Councillors awarded the Gardening Contract for Thornborough Hall for 2018 to A&J Gardening.

  1. Councillors reviewed the Oak room hire charges for 2018 and agreed to small rises to take effect from 1st April 2018. They will discuss the possibility of a daytime rate and a separate evening rate that covers the locking up fee at the December Meeting.


Cllr Pace gave an update. Data is now being analysed and has shown good support for local events held in the town. The Clerks were asked to find out more precise details of the criticisms of the play areas so that improvements can be made if possible.

Councillors ratified comments sent in on 30th October –17/00695/FULL Full Planning Permission for Replacement and Upgrade of Existing Public Telephone Kiosk with Kiosk Combining Public Telephone Service and ATM Service at Market Place, Leyburn, North Yorkshire. This will be in the style of the old-fashioned red telephone box.

  1. Councillors ratified comments sent in on 30th October – 17/00657/FULL Full Planning Permission for a General Purpose Building for Housing a Premix Concrete Machine at Moor Park, Moor Road, Leyburn, North Yorkshire, DL8 5LA. The spoil should be taken back into the quarry.

  1. Councillors ratified comments sent in on 10th November- 17/00746/FULL Full Planning Permission to Erect 3 no Satellite Dishes on the Left Hand Elevation and a Cellar Cooling Unit Heat Dump on the Right Hand Elevation (Retrospective) at The Bolton Arms, Market Place, Leyburn, North Yorkshire, DL8 5BW. There are now only two dishes required.

  1. Councillors reviewed market rent charges for 2018 and agreed to put up the charge to 75p per square metre.

  1. Councillors accepted the quote from Doug Atkin for cleaning the market shelter roof. He will be asked to talk to the Clerk before commencing work.

  1. Councillors reviewed the Cemetery charges for 2018 and agreed to not increase them.

  1. The Clerk will request RDC to carry out a headstones ‘topple test’ at the cemetery.

  1. Councillors discussed the request to erect a stone memorial seat adjacent to the western boundary of the cemetery. The Clerk will obtain additional information from the family so that a decision can be taken at the December Meeting.

Moor Road still floods near to Metcalfe Farms. NYCC Highways will be asked if they can arrange for all the drains to be cleaned out along the full length of Moor Road.

Dog-fouling is a daily problem on the pavement along the north side of Grove Square, usually in front of the Grove Hotel. Councillors are confident that they know who the culprit is and would ask for the help of the general public and property owners there who may witness or have recorded on CCTV the fouling taking place so that the dog owner can be prosecuted by RDC.

A streetlight is off outside 13 Maythorne, this will be reported.
