Plans for drive thru Starbucks to go before planners

Plans for a Starbucks drive thru coffee shop in Colburn will go before planners this week.

Officers at Richmondshire District Council are recommending the application is approved.

The shop would be built on land on the opposite side of the road to the Broadway.

Permission is also being sought for three shops or food outlets on the site.

Although the plans do not state the drive thru would be occupied by Starbucks, the coffee company’s name is used on plans for the scheme.

The site already has outline planning permission for a retail development which was granted in 2015.

Documents submitted with the plans state: “The proposals will facilitate the redevelopment of an underutilised, prominent site to the south of Catterick Road in a highly accessible location in Colburn.

“The application proposals will also provide enhanced local facilities for local residents and would generate a number of job opportunities for local people and the employment and economic benefits associated with the proposals should be afforded significant weight in the assessment of the proposals.”

In a report to councillors recommending they approve the plans when they meet next Tuesday, planning officers conclude: “The proposed development will provide a business premises that will contribute to the local economy and provide additional employment.

“The proposed development will have a satisfactory relationship with regards to residential properties and other businesses within the vicinity of the application site, maintaining acceptable levels of amenity.

“The scale, design and appearance of the proposed buildings will be compatible with their surroundings. The proposed development
will not raise any severe or unacceptable issues with regards to highway safety and amenity and a suitable route for the diversion of the bridleway is achievable.”

  1. Non of the proposals by the planners seem true. The main road (Catterick Rd) is the main route in and out of the garrison. This road is congested on a daily basis. The traffic lights on that site cause congestion as it is. The site is next to a new build housing estate
    Non of the residents of the estate were informed by the housing developer that a commercial properties would be built on that plot. Although some employment oppotunities will be created the amount of refuse and litter that will be discarded will be an issue. There is a social club next to the site. This has a licence to sell alcohol. There is also a truck stop/ overnight parking for logistical vehicles. The route in and out will be blocked by cars entering the drive through. Although crime is low in the area the police issued a restriction on the area. Teenagers are not allowed to congregate on the Broadway. As this is a new ‘toy’ these youths will be around the premises like bees around a honey pot. The coffee shop could be opened up in the main garrison instead. There is now financial or social benefit to the local community of having a drive through coffee shop or suppliers of other food outlets. This will damage the fragile econonic situation in the area.
